Senate Bill 23, sponsored by Senators Bill Beagle and Dave Burke took effect March, 20 2015. The law modifies state law for adoptions that were effective between January 1, 1964, and September 18, 1996. Now 400,000 adoptees can gain access to birth certificates and adoption records.
