Yuko, Hottinger Commend Senate Passage of Bill to Prevent Animal Cruelty

Today, Ohio Senate Minority Leader Kenny Yuko (D-Richmond Heights) and Senate President Pro Tempore Jay Hottinger (R-Newark) announced the Senate’s unanimous passage of Senate Bill 164, their legislation to increase penalties for companion animal cruelty and prohibit the inhumane use of gas chambers for euthanasia of companion animals.

“The passage of S. B. 164 demonstrates our support for the humane treatment of animals at all stages of their lives,” Leader Yuko said. “I am grateful for the advocacy and support of organizations like the Humane Society and the Ohio Veterinary Medical Association as we’ve worked on this legislation. This bill will bring us one step closer toward putting an end to animal cruelty in our state, and I hope it will move quickly through the House.”

S. B. 164 prohibits recklessly confining companion animals, defined as any cat, dog or other animal kept inside a home, not including livestock or wild animals, without supplying that animal with sufficient good, wholesome food and water.   

The bill also prohibits the use of a gas chamber to euthanize a companion animal, which was introduced as Senate Bill 167 of the 133rd General Assembly. Violations will result in a fourth-degree misdemeanor punishable by up to 30 days in jail and up to a $250 fine. Ohio is currently one of four states in the U.S. that does not ban the use of gas chambers for animal euthanasia.

“The legislature has made a number of advancements legislatively for the health and safety of companion animals and Senate Bill 164 is the next step to strengthen efforts made in Goddard’s Law,” said Senator Hottinger. “Protecting animals from the most egregious acts of cruelty is not only beneficial to our pets, but it also helps protect society as acts of cruelty against animals is often a gateway to serious crimes committed against people.”
