Rulli Applauds Bill Signing to Improve Efficiency & Transparency in Local Elections
July 18, 2019

COLUMBUS—State Senator Michael Rulli (R-Salem) today applauded Governor Mike DeWine's signing of Senate Bill 107, legislation that will allow for greater transparency and improve efficiency in local elections by permitting local candidates to file campaign finance reports electronically.

"Thank you to Governor DeWine, Secretary LaRose and all of the people who helped make this bill possible," said Rulli, sponsor of Senate Bill 107. "Streamlining the process by allowing electronic filing and posting in the centralized database will swing the doors wide open for the transparency of our local elections, and I look forward to seeing this bill implemented in Ohio."

In 1999, the General Assembly passed a law directing the Secretary of State to create an online campaign finance reporting system for candidates and campaign committees that file with that office. The online campaign finance database is publicly available and provides information that is easy to search, download and analyze. However, the same technology has not been available to local boards of elections to make their own process more efficient and transparent.

Senate Bill 107 will remove the paper-only filing requirements for individuals who file with local boards of elections. It also requires the Secretary of State to make the information in those electronic statements available online.

All of the information would then be maintained in one central database and save Ohioans the trouble of searching for state and local campaign finance data in two different places. The goal is to streamline filing requirements for all candidates, and eliminate the actual paper trail while boosting transparency.
