Authorize a tax credit for landlords that allow companion animals

To amend sections 5726.98, 5747.98, and 5751.98 and to enact sections 5726.61, 5747.86, and 5751.56 of the Revised Code to authorize a tax credit for property owners with policies that allow companion animals in rental dwellings.
